How do I create and edit a user group (with timesheet approval permissions) in OncoreFlex?

Creating user groups in OncoreFlex is a simple way of giving the same user permissions to a group of users. It can also be used to create groups of timesheet approvers, where any one of the users in the group can approve a worker's timesheet.
